Ethnic equality as a goal

What are the barriers and the qualification demands?

Based on a survey of ethnic minorities position on the state labour market, the article discusses obstacles which currently hamper a policy of ethnic equality. As one of the central obstacles, the article focuses on the widespread tendency to recruit personnel influenced by the socalled recognition principle, in which both management and employees prefer to employ persons that resemble the existing environment. The ideology and perception of recruiting on the basis of neutral and objective qualification requirements is yet another obstacle which may legitimise the exclusion of applicant groups deviating from the existing environment by age, sex, professional profile, sociocultural preconditions or ethnicity. The article concludes that a systematic buildup of intercultural competence as an element in workplaces employee training is a means to eliminate the obstacles.
